About StreetWise 360 Founder Jim Weber

Jim retired as a Special Agent from the Department of Homeland Security (DHS), Homeland Security Investigations (HSI) after 22 years. Jim’s federal law enforcement career began in Chicago, Illinois, where he worked in the Narcotics Smuggling Unit. While working in Chicago, Jim was the first-ever Special Agent to write and conduct a Title III Wire intercept. This investigation resulted in the arrests of more than 40 subjects in Chicago, New York, Miami and Bogota, Colombia. Jim’s TIII Wire Intercept heroin smuggling investigation is currently utilized for the DHS training course curriculum and is featured in the DHS Title III training manuals.

After working several years in Chicago, Jim was transferred to St. Louis, Missouri, where he had lengthy assignments working in the DHS National Security Unit and Public Safety Unit. Jim worked as a Certified Undercover Operative for the majority of his career and was able to conduct and participate in a wide variety of both long-term and short-term undercover investigations.

Jim worked countless cases in both an undercover capacity, as well as the case agent. Jim’s investigative case work included: Drug Trafficking Organizations, narcotics importation/ manufacture/ distribution/ smuggling, money laundering, murder-for-hire, street gangs, domestic terror groups, hate groups, outlaw motorcycle gangs (OMG), prison gangs, child exploitation, fraud, international and domestic terrorism, human trafficking, and human smuggling.

During his career, Jim was able to infiltrate and attain membership in a 1%’er outlaw motorcycle gang. This investigation resulted in obtaining valuable and actionable intelligence and investigative information concerning the criminal activities of various OMGs throughout the United States.

While working for DHS, Jim also was deeply involved in the National Gang Unit’s Operation Community Shield, a federal gang initiative established to investigate, arrest and prosecute violent transnational street gangs, prison gangs and OMGs.

During his time in St. Louis, Jim was the DHS case agent responsible for investigating, arresting and prosecuting violent members of the New Black Panther Party during the 2014 Ferguson, Missouri riots. At the conclusion of this investigation, New Black Panther Party members were charged with federal firearms and explosives violations. In addition, a NBPP plot to blow up the Gateway National Arch and conduct several assassinations was thwarted. Jim received recognition and commendation from the United States Attorney’s Office and the Federal Bureau of Investigation (FBI) as the result of his investigative efforts.

Jim also had a lengthy assignment with the FBI Joint Terrorism Task Force (JTTF), where he worked investigations that involved both international and domestic terrorism-related crimes. Both prior to and after his assignment with the JTTF, Jim was also assigned to the FBI Violent Crime Safe Streets Gang Task Force. Jim is also a Certified Gang Specialist, with extensive training and experience focusing on the violent activities of outlaw motorcycle gangs and criminal street gangs.

Jim was one of the first DHS Special Agents assigned to the newly created St. Louis, Missouri Organized Crime Drug Enforcement Task Force (OCDETF) Strike Force, where he worked cooperative criminal investigations with the FBI, Drug Enforcement Administration (DEA), United States Marshals Service, Bureau of Alcohol, Tobacco, Firearms & Explosives (ATF), United States Postal Inspection Service (USPIS), Missouri State Highway Patrol, as well as a large number of local police departments.

During his time with DHS, Jim also worked assignments with the United States Secret Service (USSS) and their Presidential Election Security Details. In addition, he also worked multiple USSS United Nations security details that involved providing physical security, escort and protection for dignitaries from all around the world.

During his career, Jim has received multiple commendations from and has been acknowledged by the United States Department of Homeland Security, United States Department of Justice, United States Attorney’s Office, Federal Bureau of Investigation, Office of the Motion Picture Association of America, the Major League Baseball Association and others.

Jim now works as a Professor of Criminal Justice. In addition, he instructs new police recruits and continuing education courses for current law enforcement officers at the college’s law enforcement academy, covering criminal investigations, street gangs, outlaw motorcycle gangs, interview & interrogation techniques, confidential informants and undercover investigations.
